With more consuming power of the Chinese people, especial in the world-famous metropolis like Shanghai, it attracts more foreigners to set up their own restaurant or selling the imported food in China. So as thus, we would like to share some experiences which are collected over the years with you for the points which need to be aware of when you deal with the similar cases.

Sell the pre-packaged food/bulk packing food/dairy products;

Description on the licenses

  • Approval certificate and business licenses: the wholesale/retail of the pre-packaged food/ bulk packing food/dairy products;
  • Food circulation license:

  • Approval certificate: make and sell the beverage and dessert;
  • Business licenses: food and beverage service;
  • Catering license: beverage station;
  • Approval certificate: make and sell the western/Chinese cuisine/ the beverage and dessert;
  • Business licenses: food and beverage service, western/ Chinese cuisine/ bar;
  • Catering license: Bar/ snack bar/small, medium, large restaurant;
  • Location

    Ordinary space for office and commercial purpose with a show case or warehouse for keeping food;

    For retail purpose, the location should be a store.

    According to our experience, the venue of restaurant should be located in the commercial area instead of the resident area;

    Procedure(s)

  • name application;
  • apply for the approval authority;
  • apply for the business license
  • Post-registration as - tax, organization code, statistics, public security (carving seals), foreign exchange, finance;
  • apply for food circulation license;
  • name application;
  • apply for the approval authority;
  • assist the environment evaluation;
  • apply for public hygienic license (if required);
  • apply for the business license and at the same time, apply for catering license;
  • Post-registration as - tax, organization code, statistics, public security (carving seals), foreign exchange, finance.
  • apply for alcohol retailing license (if required)

  • For a restaurant, its real business scope is subject to that on the catering license.
  • The location and the layout of the restaurant can be firstly confirmed with the local authority to avoid the repeat post changes on the decoration work.
  • For restaurant, the local authority will have the requirement for the area of the kitchen on case by case basis.
