In order to maintain network security and user rights, the Ministry of Industry and Information Technology issued a notice on September 13th, 2021 to strengthen the real-name registration management of vehicle network cards.
On-road motor vehicle manufacturing enterprises (including vehicle importers engaged in vehicle sales business, hereinafter referred as "vehicle manufacturers") should strengthen the basis management of the purchase, use and sale of vehicle network card, real-name registration of the vehicle network card shall be duly carried out for those vehicles that produced or sold by the enterprises.
Before sale, the telecom enterprises should record the purchase information of the unit and the person responsible for the card details while selling vehicle network card to vehicle manufacturers or their authorized enterprises. During the sale, the vehicle manufacturers should carefully verify and register the real identity information of the vehicle owners (including unit users). After sale, the vehicle manufacturers should transmit the basis information such as user registration information, number or identification code of vehicle network card to the telecom enterprise in a timely manner.
In the sales contract, the vehicle manufacturer should clearly inform the vehicle owner that, during the transfer of the vehicle, the vehicle network card should be simultaneously transferred under real-name procedures, and related legal liability risks should be indicated as well.
Vehicle manufacturers and telecom enterprises should establish and improve the internal personal information protection system to ensure the security of personal information collected, to prevent information leakage, destruction, loss and illegal use, the violation of the law will be engaged in legal responsibility.
Telecom enterprises should allocate a unified and relatively centralized IoT special number and Internet IP address for the development of vehicle networks business.
For users who are unknown, refuse identity checks or did not provide real identity information as required, vehicle manufacturers should notify the telecom enterprise to turn off the function of the vehicle network card except for emergency calls, rescue and other emergency services that may affect life safety. Enterprise that violates the real-name registration requirements will also be punished according to law.
For the real-name registration of the vehicle network card contained in the sold vehicles, vehicle manufacturers and telecom enterprises need to complete it before September 30th, 2022.
Vehicle manufacturers and telecom enterprises should report the names and contact information of those who are responsible for the real-name registration of the vehicle network card to the Ministry of Industry and Information Technology (Network Security Administration), the local communications authority and the competent department of industry and information technology by September 30th, 2021.
